For regulations governing submission of an alternate slate, the by-laws, Article IV, Section 5, state:

“[In] accordance with a regular calendar and procedure adopted by the Board, any PEN member may nominate one or more candidates for election by PEN members at any annual meeting as Trustees, corporate officers, and member committee chairs by either of the following means:

(a) by written petitions signed by PEN members in good standing equal in number to at least one percent of the PEN members eligible to vote at the immediately prior annual meeting of PEN members, provided each such person consents in writing so to be nominated and the Secretary or Executive Director has received the written petition, naming each such candidate, and such written consent(s), not less than twenty-eight days prior to the date of the annual meeting; or

(b) by writing in the name of such candidate or candidates in the place provided on the ballot furnished for voting, provided each such person consents in writing so to be nominated and the Secretary or Executive Director has received such written consent not later than the commencement of the annual meeting.”

The number of PEN members eligible to vote at the immediately prior Annual Meeting of PEN, i.e., that of March 6, 2012, was 2,111.  One percent of that number is 21.  Therefore, 21 Members in good standing must join any petition.

The nomination for each petition candidate must be accompanied by a biographical statement not longer than approximately 350 words.
