Founder of the Independent Journalists Association of Vietnam, Pham was arrested in November 2019 for articles he wrote criticizing human rights by the government. On January 5, 2021, he was sentenced to 15 years in prison and convicted of making propaganda against the state under Article 117. In 2012, Pham was arrested under the same charge and detained arbitrarily for six months.
