(NEW YORK)—Iran’s government jailed almost three times the number of writers in 2022 from the previous year, propelling it into second place behind China as the most repressive country for writers, according to PEN America’s Freedom to Write Index, released today. The crackdown on anti-government protests after the death in custody of 22-year-old Mahsa (Jina) Amini in September led to the targeting of writers and artists, increasing those jailed to 57, from 22 the previous year. One-third of those behind bars are now women, whose numbers rose to 16 from five.

PEN America found that Iran jailed more than one-third of the total number of women writers jailed worldwide, 16 of 42. The development reflects the fact that women have been at the forefront of the 2022 anti-government protest movement, either actively and/or by writing in support of it. Authorities were particularly keen to silence prominent female voices of conscience, including PEN America’s 2011 Freedom to Write Award honoree Nasrin Sotoudeh, who was threatened with being returned to jail after speaking to or writing for international media outlets; author and activist Narges Mohammadi, who bravely continued to speak out from Evin prison; and writer Golrokh Ebrahimi Iraee, arrested in September.

“Iran’s creative community—long at the forefront of fighting for free expression and human rights—was singled out as part of a broader crackdown on dissent in 2022,” said Karin Deutsch Karlekar, PEN America’s director of Free Expression at Risk Programs. “Alongside the dozens of writers and artists detained, the harsh sentences handed down and custodial abuse faced by some prisoners were an attempt to warn others to keep silent.”

In 2022, 311 writers were jailed globally according to PEN America’s 2022 Freedom to Write Index, the year-end count of imprisoned writers worldwide. Throughout the year, PEN America documents cases of detained and threatened writers around the world and looks at emerging and country-specific trends that governments deploy in an attempt to muzzle writers and artists. PEN America’s database contains 813 active cases from over 80 countries of writers, poets, online commentators, journalists at risk for their writing and expression.

Karlekar urged the international community to support creative voices in Iran by all means possible, including practical assistance and support for individuals at risk, and advocacy to raise the alarm about urgent cases where lives hang in the balance. She also called on the United Nations Human Rights Council, Special Mandates, and newly-established Independent International Fact-finding Mission on the Islamic Republic of Iran to include a consistent focus on writers and artists in their investigations, reports, and public statements.

In its systematic targeting of writers, artists, and dissenting voices with arrest and detention, the Iranian government often deploys spurious charges based on national security or “propaganda against the state” to charge and sentence individuals. Some alleged “offenses,” such as mohrabeh, or “war against God,” potentially carry the death penalty.

Among the report’s key findings on Iran:

  • The government’s concerted crackdown on the Iranian Writers’ Association (IWA) ensnared more members. Poet and filmmaker Baktash Abtin died a tragic and preventable death in custody on January 8, 2022, after authorities repeatedly refused to provide him needed medical care. Jailed IWA members Keyvan Bajan and Reza Khandan Mahabadi were joined by translators Keyvan Mohtadi and Anisha Asadollahi, detained in May 2022, and poets Aida Amidi, Roozbeh Sohani, Alireza Adineh, and Ali Asadollahi, detained in late 2022.
  • The government singled out artists and singers/songwriters whose work was critical of ruling authorities and explicitly addressed either political or social themes, including rappers Saman Yasin and Toomaj Salehi, both arrested in October and charged with mohrabeh, or “enmity against God,” a crime that potentially carries the death sentence. Both men faced torture in custody. Severe abuse was also recorded in the case of blogger Hossein Ronaghi, detained in late September, who was subjected to ill-treatment in custody and denied medical care.
  • Several dozen writers and poets, ostensibly targeted because of their writing or expression in support of the protests, faced shorter periods of detention (in some cases accompanied by ill-treatment in custody), including the poet and theater director Amirhossein Barimani, literary writer and commentator Farshid Ghorbanpour, and poets Mona Borzouei, Behnaz Amani, Atefeh Chaharmahalian, Behrouz Yasemi and Saeed Heleichi.
  • Writers advocating for ethnic or religious minority rights continue to be particularly targeted in Iran, including Kurdish language teacher and rights advocate Zahra Mohammadi, Kurdish researcher Mozghan Kavousi, and Bahai writer and poet Mahvash Sabet.

بیانیه انجمن قلم آمریکا، پن

گزارش جدیدی از انجمن قلم آمریکا نشان می دهد که سرکوب اعتراضات ضد دولتی در ایران تعداد نویسندگان بازداشتی را افزایش داده است و این کشور را به دومین زندانی کننده ی نویسندگان پس از  کشورچین تبدیل کرده است

نیویورک–امسال تعداد نویسندگانی که توسط نظام جمهوری اسلامی دستگیر و به زندان افتاده اند به سه برابر سال قبل رسیده است. بنابر فهرست ” آزادی نگارش” انجمن قلم آمریکا، ایران بعد از کشور چین رتبه ی دوم را در فهرست کشورهای ناقض حقوق نویسندگان و خبرنگاران کسب کرده است. پس از آنکه قتل جوان ۲۲ ساله مهسا ژینا امینی به‌ دست نیروهای پلیس موسوم به امنیت اخلاقی در شهریور ماه، زمینه خیزش سراسری مردم ایران را به‌وجود آورد،  سرکوب نویسندگان و هنرمندان از سوی جمهوری اسلامی شدت گرفت. به نحوی که تعداد زندانیان از ۲۲ نفر به ۵۷ نفر رسید. هم اکنون یک سوم این افراد را زنان تشکیل می دهند. تعداد آنها نیز از ۵ نفر در سال گذشته به ۱۶ نفر رسیده است

طبق یافته های انجمن قلم آمریکا، در مقایسه با زندانیان نویسنده ی زن در سطح بین المللی که در حال حاضر ۴۲ نفر هستند، حکومت ایران بیش از یک سوم این افراد یا ۱۶ نفر را در زندان های خود در بازداشت دارد. این آمار نشان می دهد که زنان در سطر مبارزات، چه از طریق شرکت در تظاهرات چه با  روش های دیگر، علیه نظام جمهوری اسلامی قرار داشته اند. در این میان، مقامات حکومتی بیشترین تلاش را برای ساکت کردن شخصیت های سرشناس زن کرده اند. از جمله  نسرین ستوده  برنده “جایزه آزادی نگارش” سال ۲۰۱۱ است. وی تهدید شده بود که در صورت مصاحبه با مطبوعات خارجی به زندان بازگردانده خواهد شد. شخصیت دیگر نرگس محمدی است که شجاعانه در زندان اوین به اعتراضات خود بر علیه سرکوبهای حکومتی ادامه داد. گلرخ ابراهیمی ایرایی، نویسنده، دوشنبه ۴ مهرماه توسط نیروهای امنیتی در منزل خود در تهران بازداشت و به مکان نامعلومی منتقل شد

کارین دویچ کارلکار، مدیر برنامه ی “آزادی بیان در خطر” در انجمن قلم آمریکا، می گوید: “سرکوب جامعه ادبی و هنری ایران تنها قسم کوچکی از سرکوب مخالفان نظام جمهوری اسلامی ایران است. در کنار دهها هنرمند و نویسنده بازداشت شده، برای برخی از زندانیان احکامی سنگین صادر شده است. از طرف دیگر دولت با آزار و اذیت زندانیان از آنها سوءاستفاده کرده که در حقیقت تلاشی برای هشدار به دیگران برای سکوت بوده است

بر اساس این  فهرست در سال ۲۰۲۲، تعداد نویسندگان زندانی در سراسر جهان، ۳۱۱ بوده است. در طول سال،  انجمن قلم آمریکا پرونده های نویسندگان بازداشت شده و تهدید شده در سراسر جهان را بررسی می کند و به روندهای نوظهور و خاصی که دولت ها برای سرکوب نویسندگان و هنرمندان به کار می گیرند، نگاه می کند. پایگاه داده انجمن قلم آمریکا شامل ۸۱۳ پرونده فعال از بیش از۸۰کشور از نویسندگان، شاعران، مفسران آنلاین، روزنامه نگارانی است که در معرض خطر نوشتن و بیان هستند.

کارلکار از جامعه جهانی خواست تا به هر طریق ممکن صدای این افراد ایرانی باشند. از جمله کمک عملی و حمایت از افراد در معرض خطر، به صدا درآوردن زنگ خطر در مورد افرادی که جانشان در خطر است و به کمک فوری احتیاج دارند.” وی همچنین از شورای حقوق بشر سازمان ملل متحد، و هیئت تازه تاسیس حقیقت یاب مستقل بین المللی در جمهوری اسلامی ایران خواست تا در تحقیقات، گزارش ها و بیانیه های عمومی خود تمرکز مداومی بر نویسندگان و هنرمندان داشته باشند

 از جمله تاکتیک هایی که دولت ایران در هدف قرار دادن سیستماتیک خود از نویسندگان، هنرمندان و آنهایی که مخالف دستگیری و بازداشت هستند، استفاده میکند میتوان اغلب به اتهامات جعلی مبتنی بر امنیت ملی یا «تبلیغ علیه دولت» اشاره کرد. برخی از “جرایم” ادعایی، مانند محاربه به طور بالقوه مجازات اعدام دارند

یافته های کلیدی گزارش انجمن قلم

با هدف قرار دادن کانون نویسندگان ایران، حکومت قادر شد تا اعضای بیشتری را به دام بیندازد. بکتاش آبتین، شاعر و فیلمساز، در ۸ ژانویه ۲۰۲۲، پس از اینکه مقامات به مکرر از ارائه مراقبت های پزشکی به او خودداری کردند، با مرگی غم انگیز که کاملا قابل پیشگیری بود در بازداشت درگذشت. مترجمانی چون کیوان مهتدی و آنیشا اسداللهی و شاعرانی چون آیدا عمیدی، روزبه سوهانی، علیرضا آدینه و علی اسداللهی به اعضای کانون نویسندگان، کیوان باژن و رضا خندان مهابادی در زندان پیوستند

هنرمندان، ترانه سرایان و خوانندگانی را که آثارشان منتقد مقامات حاکم بوده است و به صراحت به مضامین سیاسی یا اجتماعی  می پرداختند، از جمله سامان یاسین و توماج صالحی، خواننده های رپ دستگیر و به محاربه متهم شدند. این دو نفر در زندان شکنجه شده اند. همچنین در مورد حسین رونقی وبلاگ نویس بازداشت شده که در بدرفتاری در بازداشت از مراقبتهای پزشکی هم محروم شد، آزار شدیدی ثبت شده است

ده‌ها نویسنده و شاعر به دلیل نوشته‌ها یا حمایت از اعتراضات‌، بازداشتهای کوتاهتری که در برخی موارد همراه با بدرفتاری در بازداشت همراه بوده است، داشته اند. در این مورد می توان از شاعر و کارگردان تئاتر، امیرحسین بریمانی، نویسنده ادبی و مفسر، فرشید قربان پور و شاعران مونا برزویی، بهناز امانی، عاطفه چهارمحالیان، بهروز یاسمی و سعید هلیچی نام برد

نویسندگان مدافع حقوق اقلیت‌های قومی و مذهبی همچنان در ایران مورد هدف قرار می‌گیرند. از جمله زهرا محمدی، معلم زبان کوردی و مدافع حقوق اقلیتهای کورد. مضغان کاووسی، محقق کورد. مهوش ثابت، نویسنده و شاعر بهایی
